I am going through a vestibular balance problem. I have to stare at a target while moving my head and neck. Sometimes I have to move my eyes in opposite direction of my head. I wonder if these exercises are bad for my glaucoma. Any thoughts??

Those exercises should be fine. I would encourage you to do the exercises with your eyes relaxed. You can focus on a target without hard staring, for example.
In fact, if you stare hard at a target, your vision will become less sharp and less focused.
Moving your head and eyes in a relaxed manner can actually be a healthy practice.
Don't hold your breath. Don't stare hard. Do remember to blink softly & naturally. Use proper posture. The exercises can be helpful for your eyes.
