Does the Reichert 7CR tonometer read high with dry eyes?
I think, but I cannot prove, that the 7CR may read high with dry eyes.
Why do I think this? Sometimes I get a high value sort of out of the usual range and, instill some artificial tears, and repeat, and get a value substantially lower (> 2 mm lower)
Is there any evidence for this? Agreement on this?

I am not aware of any evidence in support of this. If your eyes are dry enough to affect the Reichert 7CR accuracy, it will report a lower quality value for the measurement.
Furthermore, when you are using the free FitEyes software there are additional metrics available for each measurement that will allow you to diagnose the quality of your measurements in more detail. The software is free, so if you want to try it you will be able to get a definitive answer to your question.

I think that I've noticed something similar with my iCare.
