Does CBN lower blood pressure?

Short answer: no.

Long answer: there are not many studies on this topic. I found a couple older studies, including this one:

Cardiovascular and respiratory effects of cannabis in cat and rat

Neither cannabinol (CBN) (1 mg/kg, i.v. n=4) nor cannabidiol (CBD)(1 mg/kg, i.v. n=4) had an effect on the cardiovascular or respiratory parameters measured.

The parameters measured included blood pressure. (I have the full text paper if anyone needs to read it.)

It appears, based on these studies, that CBN had no effeect on blood pressure.
